Cook County hired UDVL to create a cross-walk between census data from 2000 and 2010 because the geometry of census tracts, block groups, and blocks changed dramatically between the censuses. In order to accurately compare data between the censuses, a new third geography needed to be constructed that took into account 2000 geographies that merged in 2010; 2000 geographies that split in 2010; and 2000 and 2010 geographies with more complicated changes. To do this, staff used some resources published by the US Bureau of the Census, but relied mainly on GIS software to determine inconsistent geographies and then process a new cross-walk geography.
